It will kick right up, and runs fine, but desperately needs a tune up. Damage that is still there includes a small piece of outer case missing, starting lever bent in bit, but can be kicked, most the fan blades broke off Pasco light nylon fly wheel, carb box dented, when headset was removed, wires were cut to remove damaged steering arm, and have re attached correctly.
